The picture shows hair protruding from the base of the Tefillin. The Tefillin parchment are tied with this hair. They are from a kosher animal and are cleaned prior to being used. The best type of hair is from a calf's tail because seeing them will remind one of the sin of the golden calf and he will remember to repent from sin.

  1. The answer to the question "why must we have hair protruding from the top of the tatorah", is very simple, because the main authority book of Jewish law, the Shulchan Aruch, says, "To leave a little amount of hair on the outside of the Tefillin". If you look into the source of this you will find it stems from the mystical teachings of the Zohar. The Zohar says and I am greatly over simplifying things, that if you don't let the unholy elements have its portion participates in the Tefillin, specifically the hair protruding, then the unholy elements are able to harm him on earth and heaven.

The hair should be sticking out from the inside wall of the parchment with the verses "VeHiYa Shemoah". When wearing Rashi Tefillin this will be on right hand side (of the wearer) and when wearing Rebenu Tam Tefillin this will be in the middle of Tefillin. (Now one can identify if his Tefillin is Rashi or Rebenu Tam).
